Education: Bill graduated with Honours from the University of Edinburgh with a degree in Electronics and Electrical Engineering. Career: 1997 to the present: Security Processes Ltd., Director and Principle Consultant Bill established Security Processes Ltd (SPL) as an independent technology consultancy service to manufacturers and users of systems to detect weapons, people, threat materials and contraband. Recent SPL assignments include: Programme Management [post contract award] of a UK National Security programmes. Achievements included re-negotiating the programme to allow recovery from wide-ranging technical non-compliances, Managed the technical recovery programme; the Technical Support contract to ensure adequate return and less stringent non-compliance penalties. Product Management of an innovative technology for drugs detection. The requirement included market assessment, development of the specification , technology optimisation, product design, formal testing and product launch. 1996 to 1997: Quantum Magnetics Inc., Operations Manager, Europe. Bill established the European subsidiary for Quantum Magnetics, QM targeted aviation security markets using a technology known as Nuclear Quadrupole Resonance (NQR). 1991 to 1996: Thermedics Detection Ltd., General Manager, Europe. Bill established and managed the European subsidiaries of Thermedics Detection, a unit of Thermo Electron Corp, to sell and support Egis explosive detection systems in the UK and Europe. 1990 to 1991: Coin Controls Ltd., International Sales Manager Responsible for international product sales and new product specifications. 1986 to 1990: Ferranti Instrumentation Ltd., Several positions As Manager, Military Systems (Land) Bill managed a product group with R&D, design engineering and marketing functions. That position migrated into management of the newly formed Security Products Group. As Manager, Security Products, Bill established the new business based on the Egis explosives detection system and took it through successful trials and evaluations throughout Europe. Bill’s work with governmental agencies confirmed that sniffing techniques were useless and swabbing procedures had to be used for successful explosives detection. 1971 to 1986: Positions with 3 industrial companies with positions ranging from Design Engineer to Development & Sales Director
Publications: "Smart Airports Report." Published with co-author, Dr Peter Harrop Papers and presentations to conferences including those hosted by ONDCP, NATO and the US Coast Guard.
